A foul-up in shipment of some of the Illinois Standards Achievement Test materials, such as labels and special education supplies, delayed the testing of the third through eighth graders by one day.The three days of testing was originally to begin Monday.Saratoga was not alone in receiving the ISAT materials late.

Environment Minister Yuriko Koike says the purpose of the new law is to provide assistance to all sufferers of such diseases, but the strict criteria being applied regarding eligibility will leave some victims out in the cold.

"I'm suffering from a disease similar to an asbestos-induced illness, but I'm not eligible for assistance," said a 67-year-old man from Amagasaki, Hyogo Prefecture.

The man has asbestos pleural effusion, a disease that leads to fluid accumulating in the lungs.

Few victims of the disease have been cured.

The man began coughing heavily about 10 years ago and becomes breathless after climbing just three stairs.

He often has to lie on his back all day, as he cannot bear to sit up because doing so makes his chest fell painful.

To make matters worse, he is ineligible for assistance under the new law.
